Symposium on “The Role of Training, Legislations, Regulations and Mechanisms for their Implementation, in Urban Sustainable Development”, 6-8 Safar 1430H, 1-3 February 2009, WadMadani, Jazira State, Sudan

Introduction:

Sustainable development is an ambition of the municipal faculty and their citizens as well, because it entails welfare of citizens and tackles backwardness, population increase, physical planning, requirements for the improvement of utilities and services, poverty combating; and it keeps pace with the latest developments in the fields of technology and techno strategic administration.

The governments and cities around the Globe started considering their own development strategies through strategic planning for projects and programs, and setting criteria to control their implementation such as legislations, mechanisms and citizen support.

Urban development oriented to achieve economic, social, environmental and humanitarian goals and objectives at the local, national, and regional levels, is the most important pillar for sustainability in cities.

Adopting the city development strategy must rely on realistic foreseen featuring, especially in fields of natural and human resources, the ability to improve them, sound exploitation of resources, management of environmental peculiarities, and legislations, rules, regulations, and procedures applied in such fields.

In addition to the mentioned, there is the contribution of government agencies in setting the strategies, development of programs and plans at national and local levels and in their implementation.

No doubt the hinterland plays a major role in the development of the city, especially at the surrounding areas and townships, where physical and rural complexes are with gradated sizes, varying functions and multiple attributes whether physically, socially, economically or environmentally.  

Objectives:

The symposium aims to disseminate knowledge among the participants, in the fields of urban intergraded development, through reviewing:

1- The role of training, legislations, rules, regulations and local directives.

2- Mechanisms for applying the legislations, rules and regulations to promote the local urban development.

3- Approaches and modern techniques in the fields of land usages, physical planning, planning for services and facilities, and adopting techno strategic administration, to improve the work and implement it.

4- Review the local, regional and international experiences in these fields.

Themes and Topics:

1. Theoretical framework: Importance of legislations and Regulation in sustainable development:

a-  The role of national legislations in responding to the social and cultural requirements of citizens.

b- The importance of rules, regulations and implementation mechanisms, in the process of planning and implementing the sustainable urban development.

c-  Some examples of urban development projects in Jazira State.

 

2.  Concepts, approaches and techniques of setting plans and programs of urban sustainable development:
 

d- Brainstorming for city development strategies.

e-  Setting master plans for physical development.

f-   Criteria for land usage in developmental projects within the urban boundaries and hinterlands.

     

        3.  Mechanisms for observation, implementation and follow up of

        sustainable urban  development:

 

g- Importance of mechanisms for observation, implementation and follow up of developmental projects, and applying techno strategic administration methods to improve performance.

h- Effective partnership between local authorities and the citizen to determine the priorities for developmental projects.

i-   Partnership between public and private sectors and the civil society in planning and administering the development programs.

j-   Organizational criteria for partnerships among public, private sectors and the citizen.

4. Exchange of Expertise and experiences:

  • Experiences from some cities and organizations in the field of setting sustainable development strategies.

   Field visits:   

The program will involve site visits for development projects of Jazira State.

Exhibition:

A specialized exhibition will be organized and various governmental departments, companies and establishments are invited to present their experiences and projects.

Who should attend:

- Officials from government departments and engineers.

- Researchers and all those concerned with the issue as well as private sector related institutions.

- International organizations and specialized scientific institutions.

   Venue:  The city of Wad Madani, Jazira State, Republic of Sudan, will host the event.
